Dr. Catherine Talao-Sigua, LPT, Ph.D., is a highly accomplished educator, administrator, and quality assurance expert currently serving as an Honorary QA Auditor for the International Association for Quality Assurance in Pre-Tertiary & Higher Education (QAHE).

She holds a Doctor of Philosophy (Ph.D.) in Educational Management (2023), a Master of Arts in Education major in Educational Management (2018), and a Bachelor of Secondary Education major in Biology-Chemistry (1996), all earned from the University of the Assumption in San Fernando, Pampanga. In addition to her strong academic foundation, she is a certified Lead Auditor for ISO 9001:2015 Quality Management Systems (IRCA Certified), equipping her with advanced expertise in institutional quality assurance and auditing.

With over two decades of experience in the education sector, Dr. Talao-Sigua has held key leadership positions including Assistant Professor III, Quality Assurance Director, General Education Program Coordinator, and NSTP Director at the City College of San Fernando, Pampanga. She previously served as School Principal of Bloomingfields Academy Foundation Inc. (Pre-school to Senior High School) and spent many years as a Science Teacher at Arayat Institute. Her multifaceted career demonstrates deep expertise in academic leadership, curriculum development, and institutional quality enhancement.

As a seasoned ISO 9001:2015 Quality Management System Certifier and Auditor, Dr. Talao-Sigua has conducted numerous recertification, surveillance, and initial audits for various government agencies and higher education institutions. Her auditing portfolio includes the Department of Labor and Employment (Regional Office III), Department of Agrarian Reform, Department of Education (DepEd) offices across multiple divisions, Apayao State College, Cordillera Career Development College, and several local government units.

Dr. Catherine Talao-Sigua’s rich blend of academic leadership, school administration, and professional auditing experience makes her a valuable asset to QAHE. In her role as Honorary QA Auditor, she plays a vital role in upholding international standards and promoting excellence in quality assurance for independent schools, international schools, and higher education institutions across the region and beyond.
